Having lost my cats from a boarding facilty in Laval in July 2012 while I was in Germany I know exactly how they work.

They don't care. My cats carry microchips and registered, so it should be easy for them to contact me or any owner of microchipped pets.

Yet, whenever I went there, new pets arrived and the microchip reader at the front desk was never ever touched.

The procedure they stated when a microchip is detected on a pet (I hope they have devices in the examination rooms) was hillarious. They know nothing ... and make no attempts to get contact to owners of pets carrying microchips.

Reason - a responsible pet owner will show up and claim his pet - we have the pets on our web page. He has 5 days to claim his pet.

Works well for stolen, displaced pets or those who got lost from boarding facilities and the owner may not even know.
